Also which site can buy CD/SACD/SHM SACD at cheaper price?  Which shipping method is cheaper?

Do you mean JCB card has better rate in tower records  only ?

Or is the JCB card also good in other web sites like cdjapan or amazon.co.jp ?

Tower records just another shop you can search, JCB is Japanese based credit issuer, in HK you can apply from AEON.
